The waka poems made by the Emperor are called “Gyo-sei(御製)” in Japanese.

The gyosei goes; “よもの海 みなはらからと 思ふ世に など波風の たちさわぐらむ”

Yomo-no-umi Mina-hara-kara-to omo-u-yoni nado-namikase-no tachi-sawaguramu

This can be translated like this: How can there be strife when I consider the whole world to be my brothers and sisters?

This waka is made by Meiji Emperor in 1904, when the Russo-Japanese war broke out.
